Its one of the brilliant thing about ATLA that it has so much worldbuilding to be able to read into and deduce from both direct and indirect storytelling. I understand a lot comes from external comics and books.
But the main storyline shows how easy a powerful, well educated and advanced society can become corrupt dictatorships and authoritarian when a small group of people are given absolute power.
And how just because countries are at war that doesnt make your enemies people evil.
Ba Sing Se is a good mirror of this with the Dai Li secret police operating with impunity and behind the Kings back as them being created by a previous Avatar to protect the citizens but becomes corrupted by its total power and impunity.

This makes a lot of sense compared to the propaganda we saw in the show. The fire nation led its conquest with a savior mentality, believing that they were the smartest, most advanced, and most superior culture, and they would bring that way of life to "save the savages" of the other nations. It's not too disimilar to how european/christian colonialism was justified throughout our history.

An interesting thought is that whichever nation is more advanced leads to it being the "evil one" in Kyoshis era the Earth Kingdom was advanced hence Ching the conquerer and the Dai Li, Aangs era the fire nation, and Korra's era was Republic city's nonbender populous, the spiritually advanced water tribe, and the metal advanced Earth Kingdom but only 1 was an actual nation (water tribe)

I mean, the show starts with "The four nations used to live in harmony." If anyone thought the Fire Nation was always evil I have questions for them.
