Here’s an example over a C7 chord in a Blues. The 1-3-5-b7 are the chord tones, guaranteed safe all day! Now 2-b3-4-b5-6 are also quite useable for a total now of 9. That only leaves b2-b6-7 as useable as part of chromatic lines headed for more “inside” notes. So there’s how all 12 notes can be used over each of the chords in a 3-chord Blues.

Part of what makes such a passage work is that he is playing a consistent rhythmic-figure (in this example, straight-8th notes), so as long as you start and end in key, the lick will just sound "colorful" against the harmonic structure behind it. If he were to hesitate on an out of key pitch, then it would stand out due to the obvious dissonance. This is kind of a musical variation on the theme of "It's not what you say, but, how you say it".

While true, you have to know what notes are “right and wrong” to be able to make a lick with all 12 notes sound “right”. Every rule in composition is breakable, but you have to learn the rules to know how to break them.

The secret is the speed. The wrong notes have no time to linger or be accented, they are instantly replaced and forgotten through rapid resolutions.
