Keys879 is correct. Hydraulic fluid is hydrospcopic (really good at absorbing water from the air). The air is usually getting in through tiny vacuum leaks. Air can get in, but fluid can't get out. Over time, it builds up. I change hydraulics every year.

Have your A&P (or yourself with supervision) repair the master cylinder with a new o-ring kit. Ive seen this a few times and its not usually far from failing if water is getting into the system. Have your A&P bleed the brakes every annual. Its often skipped but can help avoid things like this
