Mika CAN drink. He even mentions in one of his own voice lines that he has, but doesn't enjoy it.
Eula's line about him not being able to drink was actually mistranslated, as in any other language, she says something akin to "he can't hold his licor".

Dilucs 18 bday takes place 3 years before manga meaning in the manga hes 21 the game roughly takes place about a year after that as on the message board in cats tail it talks about a girl with green hair and weird clothes walking around Mondstadt making him roughly 22

Mika is actually old enough to drink... He just can't hold his alcohol...
In his least favorite food voice line you can hear that he can drink, but just decides not to.
Just because someone "can't drink" doesn't mean they are not allowed to. He can't drink because he can't handle the alcohol.
Same goes for Amber, she also "can't drink"

I think we can also figure out Bennett’s age. If his birthday this year was actually on his birthday (leap year baby!) he has to have turned an age that is divisible by 4. That leaves 16 and 20 (since I highly doubt him being 12 or 24)

I always find it hilarious telling people that Wriothesley is probably about a good five or so years older than Arlecchino.
Arlecchino is 27 or 28 while Wriothesley is likely in his early to mid 30s

You forgot, that Mondstadt is more or less based on European Countries (such as Germany) and their culture.
This also affects aspects such as being old enough to drink.
In Germany you are allowed to drink some alcoholic drinks (weaker ones) at the age of 16. Stronger stuff is allowed at the age of 18.
So Mika has to be 17 or younger (15 or younger if he isn't allowed to drink weaker stuff einher)otherwise he probably wouldn't be too young.

I'm not sure if hoyo thought of it like this, but you can legally drink once you're 14 in Germany, and Mondstadt is based off Germany, making Mika 13

Does characters ingame age with every year the game has been out?
like if characters age was said to be 16 during first year of the game, would that make them 20 now?
since yearly events like lantern rite is technically canon lore from my understanding.

In Germany you‘re not allowed to drink until you’re 16 so I’m guessing Mika is around 14-15

Mika is from Mondstadt so if he's unable to drink (alone) he's under 16 because 16 year olds can drink in Germany but if you are with your parents and they're ok with it you can drink even younger. Germany loves alcohol very much so venti is very realistic 😂
