The first commercially released video game console to use optical discs instead of cartridges was the NEC PC Engine CD-ROM2, an add-on device for the NEC PC Engine (called TurboGrafx-16 outside of Japan). It came out on December 4, 1988 in Japan, before being released in the USA in November 1989 as the TurboGrafx-CD.
