i just see it as a note have more gravitational pull than others. nothing has more pull than the "tonic". you then have half-steps & whole-steps to take into account & their "tendencies" to resolve. it all goes back to the "overtone series", where "complex" ratios have a tendency to resolve to "simple" ratios. 7-> 8/1, 4-> 3, 2-> 1.
the scales or modes may change (ie; different tonic), but the tendencies stay the same. everything is just "shifted" when the scale is Major (Ionian) or minor (aeolian) or phrygian, Lydian, etc.

If you used the TV show TED LASSO and his team of players. When TED LASSO coaches the team, it’s definitely C Major! (“BELIEVE”). But when you switch it up and let ROY KENT coach the same team of guys, ROY KENT is A Minor (“DON’T YOU DARE SETTLE FOR FINE!!”) or (Fuuuuuuuuuuu*k), that team is gonna play a bit darker, edgier and, perhaps, with a touch of violence. So, what you said makes sense, but I feel like this is a little more recent and clear. Just my opinion. Love your show.
