Step 1: create a simple background. I chose bright stars on a night sky
Step 2: turn on animation assist and duplicate your layer about 8 times
Step 3: use liquify on pinch/expand for each layer to change the size or position of the stars
Step 4: set to 9 frames per second and comb through the animation for spots that look too jumpy
Step 5: refine with more liquify
Step 6: export as Animated GIF or M
