It’s not bigotry. It is numbers. It takes time to build roads, houses, schools, hospitals, and stores. You can’t just have millions of people show up and magically have infrastructure for them. All we have done is create a huge homeless population that is desperate. What will they resort to eventually? Crime. Even the normal non criminal ones.
