I think problem with harbor is he different than other controller, other controller usually more on passive playstyle, but harbor util make him more on aggresive side, but because he is controller to play aggresive its kinda hard because of his skill not good enough to aggresive but also cant really play passive, also the ult its so easy to dodge make it useless for retake, i know it can be used as info gathering if you look the little bit up you can see where the splash about to happend and where the enemy, but if that the only reason to play harbor you better play fade/breach,
