Noida is not industrial hub because of law and order rather the closeness to Delhi and being in NCR. And Noida started becoming an industrial hub quite long ago atleast 15-20 years in making now. I passed out from college in 2005 and quite a lot of my college mates went to Gurgaon and Noida two cities in NCR way back then. Still many are there instead of Bangalore, Pune, Chennai or Hyderabad. UPs decline also has to do with its distance from sea ports. Why would a large export based multinational company invest in UP and then drive the goods from UP to the nearest port a thousand kilometres away rather than having the factory near the port itself. Makes more sense.

You get the government you vote for. Bhaiyyas used to vote their caste, that's how they got SP/BSP governments. Bhaiyyas finally realized they should cast their vote, not vote their caste. That's how they got Yogiji, and rest is history

It has declined because a certain group of politicians and caste ideologies made the state entirely caste driven so no pressure on Lallu's and pallu's of UP to perform for votes. Now look at TN and AP and TG there is constant pressure on the govt for development and Industries from the voters.
