You have clearly never read the books because that is not what happened! Narsil wasn’t shattered when Elendil was wielding it, it shattered at the end of the fight when he fell on it. Gil-Galad was incinerated by Sauron earlier in the battle (they fought for three days). Finally, when Elendil fell for the last time, Sauron had been knocked down too and that is when Isildur took what was left of Narsil and cut the ring from Sauron’s hand
