He got the job due to luck
Originally he was backup for Apollo 9 (he would fly 12), due to the LM being slow in development, Apollo 8 was retasked to go to the moon, while 9 would fly 8s test mission
The side effect was that the crews swapped (8s crew flew 9 and 9s crew flew 8) along with their backup crews
Neil backed up 9, putting him inline for 12 (backups fly on the next 3rd mission)
Pete Conrad backed up 8, putting him in command off 11
when they swapped neil became backup for 8 and inline for 11, while conrad was slotted for 12
That and Mercury guys were out of rotation, Gus Grissiom likely would have been first as he was best buds with Deke Slayton, the guy who ran the Astronaut Corps and selected crews, and Alan Shepard (first american in space, Glenn was first to orbit), was out due to a ear problem (he later flew Apollo 14 as commander, pissing off a lot of astronauts who felt he skipped the line)
