For a bubble skirt to properly hang (keep the bubble shape and not just fold in on itself) you need a liner about 4 to 6 inches shorter than the skirt. Then gather and attach the bubble to the hem of the liner. This “hack” looks cute for a picture. Looks awkward, sloppy, and cheap, when worn a full day.
