My son has worked as a pilot with many charter services over the years, and has encountered MANY owners just like "Steve". On more than one occasion he taxied the plane back to the hangar after hearing these owner's desire to disregard all an/or any basic safety procedures when they wanted to go out for a flight

Absolutely it was illegal! Pilots not certified, grossly incomplete maintenance and maintenance records, under the table flight for hire. (FAR 91.5) To think that these types of operators are out there is freaking unbelievable!! Thank God no one else was injured or killed.
