A bum isn’t someone exclusively who lives on the street though it applies. It’s someone who is a drain on those around them and is maybe generally lazy. Like a 30 year old who still lives in their parents basement would be considered a bum under most circumstances. Or if you’ve a friend who’s been sleeping on your sofa for the last month. You could say to others that they are bumming at your house and in that context it wouldn’t always be negative and can be semi endearing/mocking of a friend.
