In the right circumstances, I look at this situation as a way to "train" people how to approach my dog.
Not a Cesar fan, but I do like his "No touch, speak or eye contact" upon first encounter. I tell people this and let my dog decide if he wants to meet the person. If he does, it usually results in a more positive encounter for all, and a great way to teach people how to approach dogs in the future.
Actually, I find "dog lovers" to be the worst for wanting to approach my dog. And usually in an unacceptable way.

No stranger pets my dog. As a rule. Especially not unknown kids. And for sure never on the head.
He would not usually mind but he is solitary and wants to be left alone by others. But also, here in the Czech Republic, people usually do not do that anyway.
Since he is a fairly bit hunting dog (MĆ¼nsterlƤnder), when I specifically dislike someone or a, in a mood for a prank, I tell those who approach without asking me for approval: "sure, do not ask, just go ahead, he did not have dinner yet" . That usually does it šš

Ok gonna say this. And bear with me this was the early 90ās. As a kid I would go asking people if I could pet their dogs. If they said no I would say ok have a lovely day. Cause you know parents taught me good manners. Also animals usually just walk up to me wanting pets so yeah thereās that. But Iām curious do other people across the world just randomly walk up and demand ppl that they pet their animals?? Like thatās a thing seriously?!

YES! BE YOUR DOGS BEST ADVOCATE! I say this all the time! They cannt speak english and i my responsibility as their trusted gaurdian to speak for them! (This also means paying attention very frequently to them while im out in public)Its great practice in setting boundaries. I say very jokingly "dont be afraid to train people too!"

As a child I loved petting any animal I came across, from dogs to bugs to cows and what not. Once I was old enough to learn that thatās not always welcome and to respect the boundaries of animals Iāve gotten too afraid to even ask people to pet their dog when it comes up to me to greet me, I just ignore it with a sad smile on my face.
I wish I had the courage to ask if I can pet that dawg. But I guess my approach is still better than just going for it with no regards for the animal and owner! I feel like thatās the norm here in Germany anyway.

Then there's my dog, who goes up to people to get pets and then hugs them. He has a regular fan club at the gate.
