Could have Celts Ruled Europe?
Celts didn’t have a well organized state apparatus to collect taxes and organize a huge army nor control empire-sized territory. Nor were they under a centralized rule of a single sovereign. Because they didn’t have their own writing, at least not one that would be used on a large scale. Celtic economy was built on agriculture and as they migrated across Europe, they first had to establish themselves in the new regions where often older communities already lived.

Time simply didn’t allow for Celts to reach the state and Organization that would allow large-scale control and organization needed for a creation of a state, even if they would have wanted that. Soon, the Roman state and Germanic tribes were already breathing on their neck.

As with the sacking of Rome, Celts weren’t motivated with conquest and ruling over Europe, especially beyond large swaths of lowlands suitable for farming. Many of their raids and marches were motivated by loot and plunder, honor or vengeance, rather than dominance over Europe and settling down in Roman palaces.
