In Fish-man Island, Robin stated that she could never deny the request of a handsome man. But in Thriller Bark, she flat out denied Franky's request to become the coolest power-up transformation in the verse. The whole supposed Oda saying there won’t be romance between strawhats is up for debate. Translation issues and times and stuff. Oda definitely changes as he writes sometimes.
Ultimately though we won’t see him write out romance stories because it’s not that kind of romance manga.
But there are a lot of hints for Franky and Robin. When they reunite after timeskip, the way he reacts to her, the lap pillow, matching outfits after dressrosa, Franky trying to give Robin a ride on his bike much to her excitement only for Brook to cockblock them.
