Previous owners were a secret Aedric cult of Nords who worshipped Mara during the Dragon Cult days. Later the castle given to a Daedric cult of Nords from the Volkihar clan (Volk meaning folk or kin in German). Was quite large clan though Harkon ended up killing everyone, except his wife and daughter who fled, for trying to stop him in his ambitions to bring about the prophecy which caused him to recruit outsiders.
Also Vingalmo is a Thalmor agent.

I always liked visiting Northwatch Keep after visiting Harkon and recieving his "gift." So nice of those Thalmor to entertain me as I "request" volunteers to donate blood to a "worthy" cause..
I also like to visit there if I "accidentally" got scratched by those cute, but frisky werewolves. Thalmor really put hearts into the visit. So welcoming! 😂
Note: Werewolves really like belly rubs! Really! They do! Just not in human form. Believe me I tried...

Before Harkon became obsessed with his aging and started seeking immortality, Harkon was a lord served by thousands of subjects. He lived as a human, probably worshiped Aedras as well.
He turned to Molag Bal to become immortal, which leads to the destruction of the Mara statue, and the sacrifice of his subjects along with the r*pe of his wife and daughter were the price to pay to become what he was, a pure blooded, immortal vampire, not just any kind, a vampire lord!

I guess I'm not super versed in the lore around the castle but I had assumed that it was Harkon's for about as long as it existed considering Serena mentions growing up there and there are areas like Velerica's garden which would have been unlikely to exist without her asking for them I feel. It's probably just from a point before they became vampires in that case or alternatively just piece of junk throw in that spot by the devs because ruined statues in piles of debris look rad and there are enough potential explanations that don't get them in hot water that it's fine.
