That's due to surface tension of the water + atmospheric pressure :
If the water flow, it creates a slight vacuum inside the jar, and the atmospheric pressure is pushing back on the water trying to "refill" that vaccum.
The towel you're using act as a grid, allowing surface tension to prevent "weak spots" where the air could go one side and the water the other side like you can see when pouring a regular water bottle.
