This person doing this work is in a totally unsafe condition. He is an unauthorised scaffold worker.
Hazards:
Falling from height poses a chance of serious injuries and even death.
There is also the risk of falling materials and equipment.
Precautions: He is working on the edge of the slab, so he must be under supervision.
Proper training is needed, as well as behavior training.
A proper personal fall arrest system, like a horizontal lifeline and full-body harness, as well as safety nets (for both man and material).
Proper working platforms should be installed with guardrails (top rail and mid rail). These are my findings.
