Fun fact, the worthiness of the hammer isnât just about being a good or selfless person. Itâs about being worthy to be Thor. Thor is a warrior, so while the one who picks up the hammer needs to be good and honorable, they also need to have a warriors spirit. This is why characters like Spider-Man will never be able to life the hammer. Peter isnât a killer.
But Black Panther should have absolutely been able to move it the same way Captain America could.

if i remember right the actual measure of worthiness at one point is the users ability and willingness to destroy and basically use it like a " hammer". So i chose to believe captain America just considers killing most people, but his morals and over choices makes him pick otherwise

In the comics black panther should be able to lift the hammer because the hammer actually believes all of the past and present black panthers are worthy
