Cool idea, but there are 8 issues.
1. You are not guaranteed to have bag of holding at 1st level.
2. Bag of holding can only store 500 pounds.
3. Retrieving an item from the bag of holding requires an action.
4. Considering that the water needs to be stored in some kind of a vessel, DM might demand an extra action to place it on the ground and open it (it's onviously too heavy to carry in your hands).
5. Realistically the target should be allowed to make DEX save throw.
6. The water can only be moved 5 feet. Since the distance between two humanoids fighting in melee is 5 feet, DM might decide that you can't move the water far enough for it to go above the opponents head.
7. You can only do so only once per long rest.
8. In a world where meteor falling on your head only does 40d6 damage at best, I doubt 500 pound cube of ice a few feet above your head will do much damage.

- Bag of Holding can hold up to 500 pounds and 64 cubic feet.
5x5x5 water is 125 cubic feet and weighs 7803 pounds.

- Taking something from your Bag of Holding is an action. This can be ruled out by GM though, since you don't take it out directly, but by magical means. (Just like Booming Blade takes an action and lets you attack)

- A Dex save fits this situation perfectly. It is not a guaranteed hit. And the damage changes depending on the height of the ice cube, I for one might go with;
If it is right on top of the enemy:
DC: 18 - Damage 3d6
If it is 5 feet on top of the enemy:
DC: 15 - Damage 6d6
If it is 10 feet on top of the enemy:
DC: 12 - Damage 9d6

looking at some plumbing guides, at gravity/low pressure a 6" pipe has a maximum gallon-per-minute fill rate of ~500gpm, a 5x5x5 septic tank has about 900gal in it, so assuming a 6" opening at the top of your bag of holding:

look forward to 15-20 turns of slowly emptying your bag of holding into a big tub you brought along with you so all of that water doesn't escape before you're ready to cast with it

No level 1 character has a bag of holding. 500 lb weight limit, as others have said. Cant target items inside a bag of holding from outside to use the cantrip. So you have to get the water out manually, which takes your action, so you only have your bonus action left. You can either freeze the water or move it with that bonus action, but not both. So either you dump a big bucket of water on the guy now or freeze it with an eye to doing it next round. Next round, whichever option you chose previously, your water is now on the ground and you can only move it 5 feet. Your target is probably taller than that so you cant drop it on him. Even against targets shorter than 5' its only dropping maybe 2' before hitting them which is much more of an oof than an instant squash. You could use quicken to double-cast the cantrip on the second round to move it a total of 10' for potential serious impact, and in this case I'd probably allow it as an exception to the following point- The effect is instant and actions and instant effects are generally resolved immediately, and in order. That is- the caster gets his 500 pounds of water out of his bag of holding, even if physics isnt entirely sure how he manages that. The water is now out of the bag and does what unsupported water does, which is go splash and become a puddle on the floor, which is going to be more than 5' across. The caster then casts freeze on it, to wind up with a disc of ice roughly 5' in diameter and, generously, an inch thick, surrounded by another 3 feet or so of water. So the following round he isnt moving a 2' cube of ice around, he's moving a 5' disc around that weighs around 150 lbs, which will (probably) crack in half when it lands on someone, thus not delivering its full potential. It still hurts noticably, but is hardly a guaranteed instant kill even against a lvl 3. Plus of course its a kind of missile- a dex saving throw to avoid is very much appropriate.

For the metricly minded, 7800lbs is the same as 3538kg, roughly 3.5 metric tonnes, or just over 2 Mini coopers. And hell, you probably don't even need to freeze it. That much water falling on its own is already gonna crush most ordinary humans.

some fun notes.
1. a 5 foot cube would be 933.75 gallons of water. and would weigh 7792.94 lbs.
2. you would need 16 (15.58) bags of holding each filled up with the maximum of 500 lbs of water for this to work.
3. if you want to get technical, water expands by about 9% when it freezes into ice. so the block of ice would be 5.45 feet on each side, meaning while you could freeze the 5 ft cube of water, once you freeze it, you could no longer move the entire amount as it would exceed the 5ft cube limitation.

Bonus - as i'm sure everyone is aware, there is no mechanic in D&D to determine the damage of something heavy falling on a creature, aside from inverting the falling damage rules. and as you can only move the water up to 5 feet during your turn. as the effect is instantaneous, you would not be able to move it more than 5 feet in the air, which would make it effectively 0 feet "above" a target when you drop it, and if using falling damage rules... thats no damage.

I mean yeah if we ignore the fact that you can move that water, 5 ft in a turn.
So either the target is sleeping, or you need to be within melee range to even try.
