Actually you got this one wrong. Tax Dollars were not the issue as much as terrorism. Drug Laws had become an excuse to move money around more than a moral issue. They were used to fund black budget operations around the world without much scrutiny. In 2001 that excuse got replaced with terrorism; and drug laws became vestigial as far as politicians were concerned.
