Same monitor 32" with newest firmware (1005.2) and graphic driver (RTX 2080 Ti) 451.67.
Changed Display Port cable, changed monitor to a second one (first one had the same reproducible issues), changed much settings like for example 240 to 60 doesn't matter (sometimes it looks like but the flickering is always coming back), even my philips hue software causes flickering when my mouse goes over buttons etc. (but there is no flickering when it is in the backround)
Also my monitor is black sometimes for 3-5 sec.
Now I have a 27" but it doesn't matter. The flickering is the same and the monitor had went black again but this time just for once.
I will give it back. Same issues on different computers now and I have enough. No monitor was doing this I had before...
Same problems... nothing is helping. Samsung service said it could be only a problem from NVIDIA... yes could be but it sounds more like "not our fault" -.-
I want to test the G9 when it comes out but meanwhile i am really hopeless...
Just two questions:
1. Are you using a Displayport cable (and which version - 1.2/1.3/1.4) or HDMI?
2. When you are looking to the menu -> picture -> calibration report and you are scrolling down to the last info on the bottom what does it say? HDMI or something else?

Put dynamic brightness off or Change your Display cable for Certified DisplayPort 1.4 Cable who does HBR3 with 4K@240Hz and your problem will be fix because Samsung send you a Displayport @144hz.
Flickering = bad display cable , maybe your max is @144hz at 1080p/1440p with your display cable.
TRY the same setting with 144hz in nvidia control panel and see if your monitor does the flickering again. Probebly not.
