Naobito is faster and hitās harder than Nanami who hits harder than Kusakabe
Naobitoās move set is also more varied and we didnāt even get to see him in his prime
Kusakabe is certainly a more versatile fighter solely to to battle intelligence but like battle intelligence alone canāt win you a fight

high 1st grade? Sure but there is literally not a single chance they even come close to special grade

It's just like nanami says. It's not like kusekabe is winning a lot of fights but it's hard to see him losing them. Take someone like dagan. Kusekabe simple domain and speed would be great against dagan except his AP isn't even nanami level which means he is doing like no damage. So he's just in this in between where he's incredibly deadly as a first grade but he isn't soloing mid-high level special grade curses either.
