F1, and all racing, was set to test new car ideas and inventions. Testing stuff in competitions is the best way to improve regular cars. (A bit like wars are useful to test new weapons and stuff).
FIA killed that years ago and is still trying to do more damage. Imagine if they had blocked DSP and ABS..
