i think it's because a lot of people are used to those cheap costume "tutus" that one might buy from party city or wear for a spirit day. the ones with soft, fluffy tulle and no bottoms.

Not only bottoms but a wide waist to secure the practice one. Now I understand why so many performance costumes have corsets- to hold the tutu from above.

Lol, as a figure skater, I think it's funny people didn't know this either. In case anyone is wondering about that, ice skaters "bottoms" are also attached. It's basically a leotard with a skirt sewn on top.
