In my view, they know that there are children in China who are abandoned and whose parents are unknown.
They are abandoned due to a number of factors such as economic conditions, birth defects/diseases and child restriction laws.An example is Kati.
Kati is a girl whose biological parents were forced to abandon her because in the year she was born in 1995, China had a limit on the number of children. Kati is the second child, her big sister is a girl, her parents did not want to abort her, they secretly gave birth to Kati aka Jingzhi on a boat and in the end had to be separated.
Because Kati's biological parents left a letter to be reunited in 10 or 20 years' time, they finally did meet when Kati was around 20 years old, although it was very hard for the adoptive parents at first because they were worried that their daughter would return to her biological parents.
