In this short you should clarify why it won't change, because not all people would know how Gren's effects works. Here the key word is "becomes", so that means Green Majus's attaks will be halve its attacks forever until it leaves the field or it's flipped face down.
Antother example that comes to my mind (and that confuses me the first time I play this card) is Triangle Ecstasy Spark, which states "harpie lady sisters' atk BECOMES 2700". I used this when Harpie Lady 1 (who increases all WIND monsters' atk by 300) was on my field, thinking that my Harpie Lady Sisters will be 3000, but no, since Harpie Lady 1's effect was already applying when Triangle Ecstasy Spark's effect resolves. If I had activated Triangle Ecstasy Spark first, then summon Harpie Lady 1, it would have increases Harpie Lady Sisters' atk by its effect, resulting in 3000.

Ahh... Blackwing Gale and Darkworld Shackles modifies the "current ATK/DEF". That's why Gren's effect will not work because current Atk/Def modifiers are also continuous and overwrites continuous modifiers like Gren has. This can be countered by either bouncing back Gren to the hand or setting it face down so not only resetting Gren's effect but also remove similar effect like Gale has.
It's good to know that you can even counter specific card effects like Gren and how weirdly it turns into a crazy shinanigans. Hope to know more on this.

There are a few types of ATK/DEF changes in the game:
The effects that changes it into a specific number like âBlackwing - Gale the Whirlwindâ or âShrinkâ.
The effects that update it like âGren Maju Da Eizaâ or âAxe of Despair.
And within these effect there is 2 types as well:
The ones that change the Original Stat like âBeast King Barbarosâ.
The ones that only change the Stat like âBlack Pendantâ
Then there is the effect type of the stat changes which includes all of these but differs for these facts:
An activated effect modifier, cards whoâs effect you have to activate then they can leave the field and the stats stay the same like âBlackwing - Gale the Whirlwindâ, âShrinkâ.
A non-activated effect modifier, continuous effects that only last as ling as the card is in a specific place like Field, Hand, GY, example most old school Field Spells like âSogenâ, âUmiâ, âYamiâ, most Equip Spell, âPhantom Beast Cross-Wingâ etc.

From a programming point of view, basically what's happening is that even though a card (in this case, Gren Maju Da Eiza) has a continuous effect, because it has an overlay effect (Blackwing Gale) slapped on top of it, effectively the effect of Gale is overwriting Maju's continuous effects until Gale is removed from the field
So for example, in the case whereby only the attack is being locked by the opponent, the defense can still able to increase or decrease based on the card's continuous effect
Thats right, clearly Konami was making cards with the programming mindset because why the hell would players - especially 6 year olds - know about overlaying and overwrite/overriding
