Before the Army Corps was created by Napoleon, Divisions would often be ad hoc formations that would be used to control the brigades in a large army, and would mostly be named after their position on the battlefield, ie. Left, Centre, Right and Reserve.
The Divisions in the Napoleonic Army Corps were only numbered relative to each other within the Corps, with each Corps having a 1st, 2nd, and 3rd Division. The British Army under Wellington created the first sequentially numbered divisions in 1809 and is how most armies do it today. The British Army also started with sequentially numbered brigades as well in 1815 instead of using the names of the brigade commander, or just using a numer sequence internal to the division, which is what the US Army uses now.
