When you use burnishing to blend, there are times when there is no tooth left for you to make any last minute highlights. If you try hard with a color pencil, you run the risk of tearing the paper. And there is no coming back from that.
Simplest solution is using white watercolor to add highlights. After adding highlights you can blend with another color pencil to smoothen the edges.
