There's a third instance in the Dreamcast version. In Team Dark's story, the CG cutscene where Sonic is running to the space shuttle. Sonic's shoes are the correct Soap Shoes in the Team Hero version of the cutscene, and it was fixed in SA2B.

The reason that Sonic has his normal shoes in the jumping texture is because it was reused from Adventure 1, and they did the same thing in Sonic Adventure DX as well as reusing the model from SA1 for the jumping animation

I remember when I was a kid playing the Dreamcast version I would be in 2 player mode making Sonic and shadow hold the spin dash and I would pay close attention to Sonic cuz I did see his regular shoes in those frames I knew I wasn’t tripping back then

I think Sonic’d look better w. his classic shoes in SA2, it would be hard to run w. shoes out metal, + the Soap shoes make him look more like Shadow, which makes them contrast less.

The developer in charge of the jump ball also fell asleep and accidentally pressed CTRLC+V, giving SA2 Sonic the SA1 jump ball rather than the one he was supposed to have.
