You can look at this from multiple perspectives.
Elon Musk can be both a brilliant man in terms of business or sales or marketing or engineering etc ...
But at the same time "dumb" when it comes to politics.
EV sales here in Europe aren't that great.
I can also tell you that people's impression on Elon Musk has turned negative.
However, you can also argue that he's "smart" when it comes to politics because he's clearly whispering in the ears of the president himself. Elon seems to be doing smart things for billionaires like him.
Perhaps you can also argue that Elon Musk saw how anti-EV Donald Trump was during the summer and through flattery and support he influenced Trump's opinion on EV's.
