You do know the actual fix for this is to tune the slicer for round holes right? Then it actually prints to match the dimensions you draw rather than adjusting your drawing to compensate for your printer. As far as I'm aware, cura is still the only slicer that offers the necessary options to tune that. IDK why people are not calling this out on the slicer side. Its going to be a real problem when you go to another printer, want to reprint something, and have to do all that work again to adjust every dimension to match the printer, rather than just tune the slicer to actually give you the result it is supposed to give.

A good method of design on verticle holes is to have the top of the hole a trapezoid. This will get rid of steep overhangs while printing and give a good surface to bridge the plastic on.
