Very useless and time wasting to start the cosmos seeds in a paper towel.. you should only do that with plants that has huge and hard seeds (like Nasturtium for example). I'm always sowing my cosmos seeds directly in potting soil and the seedling show up after around 24h. You should have made way more progress after 7 days.
