Not only in extremely cold places. -4 Degrees Celsius (25 in freedom units) is more than enough to freeze water on the aircrafts wings and body.
Ice means they can't generate the uplift needed, so they need to de-ice (as shown here). Expensive, but necessary.
For small airlines it is often cheaper to rent a hangar as it is not as cold in there. And most importantly - dry.
