If I am not mistaken I believe the largest armies in the Riverlands goes to house Vance. They have a huge amount of land and two large castles. Technically the family is split in two. Also depending on the time frame the lord of Harrenhall has often also had the largest army given the fact they have such large lands.

Willem, Bloodraven, Blackwoods are aggressive and brutal. Apparently the Starks kicked them out of the North which is why they are in the Riverlands in the first place. I can see why.

I would argue they are both in the top 5 power wise, not top 2!
Personally, I like the Blackwoods the most, but I think Piper and Vance are on a pretty similar level while Mooton, Frey, (Butterwell at that point?) and Mallister are more powerful
