Looks like a pretty new box. My guess is that it was upgraded not too long ago and the inspector grandfathered it's placement

I'm reminded of a hotel I used to work at, in the homekeeping closets, there would usually be stuff around the tapped off square on the floor in front of a panel, and I'd just move things to clear the path every time because I felt it dumb that the panel would be blocked at any point.

Love the explanation. This is always the one that I end up agonizing over and doing a LOT of extra work to put the equipment in a location within code. I do a lot of work on Off-Grid cabins, with everybody is wanting to put their batteries under the electric panel....

Thanks for the video.
At a laboratory, there were panels behind false walls. Only the maintenance head knew how to access them. Then you could not view the panel directly. A mirror and flashlight were needed.

That set of clearances for both worker safety and limiting fire risks was increased 3 times over recent decades, as humans are bigger than they used to be, and too many problems of cramped conditions resulted in avoidable injuries.

NEC finds people have such trouble picturing that set of clearance issues, they devote the space to drawing out 3D projections of the requirements.

Make it a condo utility room with a water heater and HVAC, and owners without adequate inside storage space due to dysfunctional designs to sell more "finished square footage" result in people storing gasoline and plastics and paper objects and cartons and bins, in every square inch also crammed against gas heaters, even when it's not quite legal to have a water heater as close to (and between the tiny door and) electric panel were no owner stuff stored there.

All the contractors especially plumbers and hvac get mad when I tell them their water heater or furnace can’t share the small closet the panel is in. I’ve had plumbers set water heaters pretty much in front of the panel because that’s where they were told to put it and I just smile and say ok, let me know when it’s fixed and I’ll come back after it fails inspection 😂

I think it does comply with all the PVC piping but definitely not for those metal pipes that are inside the delimited area.

hell, sometimes i can only wish i had that much working room. lately my favorite is when the AV dorks mount their giant cab with a spiderweb of low-volt wires ..a foot in front of a sub panel...happened to me twice! at a ferrari dealership and an olive garden. some guys are a trip.

So what do you do when you're called to a job like that that does not come close to meeting code when you start? You were hired, presumably, for some other aspect, but now your work can't meet code because what you're working with never did. Can the inspector look at and approve that what YOU did meets code?
