The reason he refused to believe it was partly because Russia wasn't ready to oppose hitler militarily. Whether or not Stalin had decided to mobilize the troops he had would have AT BEST only slowed hitlers advance down a little. It took the lend lease treaty and the russian winter to halt the offensive and I dont see how a prepared Stalin would have changed the course of "the great patriotic war"

The USSR was one of the principal aggressors of WWII, having attacked Poland on September 17,1939.
Fatally, the UK did not declare war on Russia as they should have, given they guaranteed Polands independence.
Thia showed both Stalin and Hitler that aggression would go largely unpunished, confirmed by the Phony War by France and UK, who declared war on Germany but otherwise did very little.
