This was by design. When Stalin was drawing the borders of the Central Asian SSRs, he mandated these borders so that there could not be any united push for steppe independence. Stalin also forcibly migrated lots of ethnic Russians into the area as another measure to prevent rebellion.

I live in Osh. Ethnic tensions are an issue, but there are also lots of beautiful cases of coexistence.

Frankly Uzbek folk like the Uyghurs are historically urban Turkic people while the Kyrgyz like the Kazakh are nomadic yurkic people, so the fact that the Uzbeks got the valley and the Kyrgyz got the mountains is very much in line with their cultural identities. 😊

Imagine, that suddenly Canada and the US are having political tensions, and imagine, how many of these anclaves are gonna make serious tensions between two countries. Soviet Union was built as one country with the national republics, embedded in the state structure, when the country collapsed and formed 15 different states, all problems started due to the fact, that it wasn't designed for 15 states to exist in the hostile environment

There is exclave of Uzbekistan called Sokh, it is fully surrounded by Kyrgyzstan and in it, the people or ethnically Tajiks :)
