This advice is generally agreed upon to be optimal by most experienced players, statistically it is also worth it when grinding elo as you can gain elo much faster within the time you would be playing the person.
Being bad at playing against stall is actually the least detrimental playstyle to have trouble with as a result of it's slow games that make gaining elo from battling it take longer, generally it is better for players to focus on learning how to combat hyper offense and bulky offense teams.
If you are experienced with dealing with stall though then I recommend playing roughly 10-20 turns against the player to see if they actually know what they are doing or are a common middling stall player who has gotten most of their elo due to the mass amount of people who mindlessly make the same plays over and over expecting something to change and let them break through.
Also in the rare chance you are for some reason playing stall and encounter another stall player you should realistically never play out the game for obvious reasons unless you literally just want to assert that they are a bad player by outlasting them while strangling them to death with hazards plus switching.

If you're looking for ways around competitive Stall strats, may I suggest:
Infiltrator
Sound moves like Bug Buzz
OHKO moves
Toxic or Will-O-Wisp, likely on a Prankster Pokemon
Maybe just... idk, Heal Block maybe???? WHY DOES EVERYONE FORGET ABOUT HEAL BLOCK?
Haze
Perish Song + Mean Look
NOT just spamming Legendaries
Etc

Not really a win in the competitive sense, but definitely a win for your mental health.
