You can harvest the head when you start seeing birds begin to eat them to maximize seed development, as well as leaving the seeds in the head of the flower until the head dries, which lets them develop even further and you can also put the heads in water to help produce the seeds even longer! You can end up with fully hardened seeds if you do this method.
Also, question, are those seeds naturally white??? They look like they hardened a good bit on the outside
