Never run a command unless you know what it does. Wish they explained the parameters, but I'll do it so you don't have to look it up.
Del command of course deletes stuff.
\q can be dangerous as it tells the command to delete the file without confirmation.
\f also can be dangerous as it is deleting the object(s) with force.
\s essential means to target everything in a directory and its subdirectory.
When done correctly, yes this can work. But remember this command will forcefully delete all files in a directory and its subdirectories without prompting you for confirmation.

Or you can just use the built in deleter from windows in settings which deletes temp files, download files, files in the recycle bin, temporary internet files, direct x shader cache, non critical microsft defender files, delivery optimization files, window report files, and system error memory dump files. Pretty sure there are more that it can safely delete but these are the ones that I know so far
