A life jacket and a dry change of clothes would be safe enough IMO. Not for everyone, but I'd tolerate the risk.
I've jumped in icy waters before and I had no issue getting out on my own and changing clothes. Though without a spare change of clothes I would remain seated and paddle to shore.
Heart attacks from sudden cold water immersion can occur. When I plunged into ice water I was told winter hats or any warm head covering would mitigate the risk(they told us this, I'm ambivalent to the veracity of the claim), but obviously if you have any known heart issues you should avoid the risk entirely.

The problem is that in the age of Instagram, wearing a thick winter wetsuit (or dry suit), neoprene boots, gloves, buoyancy aid and leash doesn't "look cool", especially to young people subjected to peer pressure. So people needlessly die unfortunately. Also, very few people are educated about the danger of cold water shock and how it can instantly kill.
