The reason some parks say No Scooters is because the bowl could not be deep enough or it is just a general hazard to skateboarders. And also Scooter kids and Skaters have very different etiquette and Scooter kids can genuinely get in the way of skaters trying to use the park. So listen to the sign if they say no scooters
