I love how everyone in this comment section is sticking up for a different keyblade here. Anyway, EVER AFTER IN C TIER?! This keyblade is the only thing that makes crit level 1 runs tolerable. It would be a pain in the ass and way less enjoyable without it. Mirage staff is broken, shotlock is broken, amazing mp stat. What’s wrong with it? Why did it deserve such a shit placement?!

Shit as it is stat wise, Gull Wing is a great Key for EXP grinding, it’s the only reason I was able to get to level 99 in KH2

I had my doubts, but I can say with 100% cobfidence that your #1 S Rank will be Decisive Pumpkin.
Why? Because you put Diamond Dust in C tier, that means that you don't use magic at all even when magic is busted in KH1, which means that you're a button smasher, and every single button smasher in Kingdom Hearts loves the Decisive Pumpkin.

Gullwing is A tier for me simply for the grinding advantage. Stack it with exp bonus and go up and Down zones and youre good to go.

Diamond Dust is good for getting that extra MP point over stuff like Lady Luck and Ultima Weapon, but it's unimpressive unless you pair it with maxed out max MP boosting equipment for Sora.
Magic is stronger than you expect in Kingdom Hearts, but you must focus on maxing out Sora's MP with the MP Keyblade and MP boosting equipment. If Sora has only 4 MP for Fira, it isn't going to come close to setting the world on fire. But if he has 10 MP Fira will vaporize mook Heartless in two hits. He can reach this during Atlantica easily. Likely one for weaker enemies. Also use Bambi for maximum MP recharging capabilities.
The main problem is that leaning heavily into boosting max MP reduces your strength significantly due to lack of strength buffs and some of the +2 MP boosting items reducing it outright until you get a better replacement. That makes Sora's melee attacks very poor.
The second problem is that magic degrades during the end game requiring defeating the Hades cup and other optional hard end-game bosses in order to get the fully upgraded versions of the spell to restore the high power of magic.

The criteria is a mixture of Design, Stats, Availability, and how enjoyable the grind is to achieve the blade. There are 140+ keyblades. They all can’t be S-Tier. 🤷♂
