The Surfer controls Matter at a Submicroscopic scale the Surfer could reproduce any variation of Kryptonite he wanted to over power Superman,he could also channel the power cosmic into physical strength which maybe able to overcome Superman.I think what the encounter with the Surfer has taught Superman some invaluable insights of the physical universe.

This is a fight on paper only. Surfer will lose. All you need to know is Surfer is a pacifist. While Superman is no 'warrior' his cred in battle outweighs Surfer.
To see how this fight will actually play out, we need to do no more than look into history of Surfer contending with foes relying on brute strength, skills and weaponry:
The pacifist nature is exactly why Surfer could not best Hulk, twice.
Surfer was on the ropes against Cable. While he did beat Cable, Superman by comparison is a far more viable threat
Surfer also fell to Panther who successfully put him in an arm lock, having Surfer's under reluctance and doubts make him unable to break free while flying on his board.
Surfer for same reasons fell to Red Hulk. The excuse there is to state Surfer at the time as being I experienced, despite having been granted the power cosmic that is instant power and knowledge.
For those stating any of the above to be plot issues, let's remember canon history remains whether PISS or not. Superman in this regard is the ultimate plot armor in himself. His speed alone compared to any of the above opponents would do Surfer in.
With these comparisons, Surfer will not best Superman.
