I do that with a piece of cardboard. Just poke the screws in the cardboard and then paint.

Man. I think you’re overthinking this a little bit. Drill the holes and go for it. The washers just lay down on newspaper… like why bother making holes when they lay flat. I hope you’re being sarcastic. lol.

A cardboard box gives you both a place to hold the screw and a platform you can easily move around .

Old scrap of rigid foam insulation board. Just push them in and paint.

If you dont have a set of calipers, tape measure, 4x4 block of wood and a drill with a wire brush forget it. Do not even try to paint those bolt heads. If you want to do a job, do it right..
