The other option is to cue as if you were aiming for the pockets and only intending to have 1mm of your tip hitting the white, this causes a deliberate miscue which causes the same action on the white where it moves sideways, that is not a foul in any rules.

It doesn't have to be up against the rail .it can happen in the middle of the table if the balls are to close to one another. You can't see it but you can hear it.

I’ve actually been told that taking a shot like that in any league is a foul, the reason being is it’s about the same as pushing the cue ball because of the extended time of touching the cue ball.

Actually is a foul. A shot is a shot with a forward motion, not an up motion. Foul will be called. Ive looked this up after i seen this video last year. Fyi
